If you're experiencing issues downloading the game, issues starting the game, or issues with the game crashing, these official updates will help make sure Civ 6 runs properly on Windows 8.1 x64 bit. This update involves a fairly small (800MB) Knowledge Base (KB) update.
According to a Steam post:
During development and testing, it’s come to our attention that there are some very important Windows KB updates for this version of the Operating System.
Instead of including the 800MB update for all users, Firaxis decided to leave it out to cut down on the Civilization 6 download size.
First, Check To See If You Already Have the Update
If you always keep your Windows 8 up to date, you're probably fine here. Issues that you might have could be due to other problems.
If you're like most of the world, you probably hit the 'Ignore' button on most updates.
If you're not sure if the KB update is on your computer, you can check if the update is installed easily:
- Go into "Add Remove Programs" in Windows 8.1.
- On the left side, there’s a feature to view your "Installed Windows Updates."
- Check to see KB2919355 (800 megs) and KB2919442 (about 10 megs).
- If those are there, you're all set!
If You Don't See Those KB Updates, Then Follow The Directions Below
You're going to need two Microsoft Updates to fix your Civilization 6 game.

Once these Knowledge Base updates are installed, your game should be all set and primed to play!
